Are these based upon the satellite data?

Seems at variance with figure one, "The 28 years of High Quality Satellite Data", here http://www.lavoisier.com.au/papers/Conf2007/Archibald2007.pdf , based upon UAH MSU http://vortex.nsstc.uah.edu/data/msu/t2lt/tltglhmam_5.2 ...
