Perhaps it's more appropriate to ask the people who cobbled them together as to how they were constructed.
The same data show no actual increase in temperature since 1998. Only their trendline shows a higher temperature; and the "average" temperature has been below the trend for at least 7 years; judging by annual and monthly calculations.
Note that the top figure is a "fit"; the temperature "averages" are in the annual and monthly ...
